I am against all mandatory laws effecting our pets. Maybe we should test and license pet parents before they are allowed a pet. We will make it easy...multiple guess questions. 1) We should always spay and neuter our pets. a)yes b)no Anyone who picks b) does not get a license to have a pet. You stated that dogs are required to be spayed. And the males? Neutered I hope.
